Press Release: Philippines Declares Climate Emergency, Unveils ₱50-Billion Green Resilience Fund

Manila, Philippines – May 2025 — In a historic and urgent move, the Philippine Government has officially declared a National Climate Emergency, marking a pivotal shift in the country’s environmental policy. This declaration was signed into effect today during a special session of the Cabinet Cluster on Climate Change, held at Malacañang Palace.

Alongside the declaration, President Ferdinand Marcos Jr. announced the launch of the ₱50-Billion Green Resilience Fund, aimed at accelerating climate adaptation and disaster response initiatives across the nation.

“This is no longer about the future. The climate crisis is already at our doorstep. We are acting not out of fear, but out of responsibility,” said the President.

Key Measures Under the Climate Emergency Declaration:

  • Fast-tracking renewable energy adoption and phasing out coal plants by 2035
  • Mandatory climate risk assessments for all local government development plans
  • Expansion of mangrove reforestation, watershed protection, and flood control systems
  • Investment in climate-smart agriculture and food security
  • Establishment of a National Youth Climate Corps for grassroots action

Environmental groups, scientists, and local communities have hailed the declaration as a bold and long-overdue step, especially after the series of super typhoons and record heatwaves in the past year.

The Green Resilience Fund, to be managed by the Climate Change Commission, will begin disbursement in July 2025, with priority given to high-risk and low-income regions.
